How CERTIFY.MOE Verification Works

Every application moves through the same controlled, auditable pipeline — regardless of who starts it.

1. An applicant, employer or recruiter starts a verification request and selects a service.
2. Applicant information is entered and required documents are uploaded, with consent recorded.
3. Payment of the service fee confirms the request — but payment alone never confirms authenticity.
4. Documents pass an initial screening (AI/OCR assists, but never decides authenticity alone).
5. A Verification Agent contacts the institution, employer or official source directly and records evidence.
6. A QA Reviewer independently checks the evidence and documents before approving, returning, or rejecting.
7. On approval, a verification report, QR code and public verification link are generated.
8. Anyone with the Verify ID or QR code can confirm the result on the public verification page — without ever seeing private documents.
